Today, December 11, Congress passed a Continuing Resolution to advert a government shutdown. This allows additional time to negotiate a final FY 2016 Omnibus appropriations bill. The initial CR expired today. Outstanding issues include contentious policy provisions and a package of tax extenders. While the caps were raised for 2016/2017, the fight over 2018 levels and beyond is not so far in the distance.

The Arizona Impact Aid Association represents seventy-six (76) public and charter schools in Arizona. Arizona receives approximately $176 million in lieu of taxes for our federally connected students. (Your District) receives $???,???,??? in Impact Aid funding. We are a ??% LOT District. We urge you to continue recognizing the federal obligation as a priority for the Labor-Health and Human-Services Education Appropriations Subcommittee.
After review of the Bipartisan Budget Act of 2015 we are asking you to increase Basic Support to $50 million to return the program to the 100% LOT threshold. Based on recent data from the Impact Aid Program Office, the preliminary increase in the Local Contribution Rate (LCR) from FY 2015 to FY 2016 is 1.46-percent. ASIAA is grateful the House Subcommittee prioritized Impact Aid Basic Support payments, providing a $10 million increase. Please remember that LOT “Learning Opportunity Threshold” distributes funding to the most needy when the Impact Aid program is underfunded. Please actively support an increase of $50 million to return the program to the 100% LOT threshold. (NAFIS 12-11-2015)
We request Construction funds be distributed under Section 8007(a) (formula) since FY 2015 funds were dispersed through Section 8007(b) (competition). Federally impacted school districts cannot afford to lose funding or face stagnant appropriations.
