The school year is fast approaching and the time for passage of a federal budget is fast approaching.  October 1, 2017 will be here before you know it budget CR or reconciliation.  With this in mind, let’s move Impact Aid funding from the back of Congressperson’s minds to the forefront.  Let’s make August 2017, Arizona Impact Aid Advocacy month.  You know, August is the month Congress is in recess and working at home.  That’s right, your Congressperson will be in Arizona the month of August.  After the August recess, Congress will return to pass a budget, some kind of a budget. This will be the prelude to the NAFIS Conference September 24-26, 2017.   Let’s build a bridge to the conference.

August - Arizona Impact Aid Advocacy Month

Schedule to your calendar and post the day you will call your Congressmen and Senators.
Call your members in Congress!  Unsure who your Representative is? – Visit the Find Your Representative tool. Unsure what to say? - Here is a script you can use when speaking to a staff member of the office.
  • I am a [insert title and organizational affiliation] and I am calling to urge Senator/Representative [insert name here] to provide a $2 million increase for Federal Properties and a $49 million increase for Basic Support funding to Impact Aid  which provides our schools with much needed tax replacement funding to meet educational and operational needs. Congress recognized in 1950 that the Federal Government had an obligation to help meet the local responsibility of financing public schools where there is significant non-taxable property (name the non-taxable property impacting my district, military installation, Indian treaty or trust land, national parks and laboratories). Impact Aid guarantees, you Congressman (Name) with your vote guarantees we can meet the needs of our students and community after the loss of tax revenues from the (name the federal presence).
  • Thank you for the much needed $23 million increase in FY2017 Omnibus.  Federally impacted school districts cannot afford stagnant appropriations or a loss of funding.  FY2018 will require additional funds to build on the important funding progress made this year.
  • Section 7007 Construction - I request that Impact Aid Section 7007 funds be distributed under Section 7007(a) formula grants, since FY2017 funds were disbursed through Section 8007(b) competitive grants.
  • I ask you to continue to view Impact Aid as a critical federal investment in our schools and a tax replacement program for federally impacted communities.
  • Please join the House and Senate Impact Aid Coalition.  Contact NAFIS to add your name to support funding for Impact Aid.

AzSIAA is Partnering with Arizona Rural Schools Association

Dr. Robbie Koerperich, Superintendent of Holbrook Unified is pleased to announce that ASIAA is partnering with the Arizona Rural Schools Association Annual Conference - September 14 - 16, 2017 - Little America - Flagstaff, Az.  Please register for this conference focusing on teaching in Arizona.  The Rural Teacher of the Year application is filled from all 15 counties in Arizona for the first time ever.  Linked is the schedule for this year and a list of the chosen breakout sessions, for your information. ASIAA is hosting the breakfast on September 16.  ASIAA will conduct an annual meeting 9:00 am to 11:30 am on September 16.  We will be planning the hill visits for the NAFIS Conference Septebmer 24-26.  The committee is working hard to make this the best conference ever.  We hope to see you all in Flagstaff this year! - Don German _ Executive Director.

AzSIAA Membership for SY2018 Invoices

Invoices were emailed May 6, 2017 to all member districts. The email is addressed to the primary contact. Please forward to your accounting office. If you have not received an invoice, please email Larry Wallen, Executive Director at lwallen@azsiaa.org to request a second invoice. Invoices were emailed on July 5, 2017 for a second time. Thanks to Casa Grande Union High School District, Sacaton Elementary and Parker Unified for their prompt response.

FISEF Two Day Workshop - SY2019 Impact Aid Application - Phoenix, AZ

A Two-Day Workshop, more intensive, and covering items like new changes to Indian Policies and Procedures, will be held at the Arizona School Boards Association headquarters in Phoenix, Arizona, on October 23-24.

  • The workshop will be conducted by FISEF instructor Lynda Brannon, an Impact Aid veteran with more than 30 years of Impact Aid experience. Register here.
  • "I look forward to working with new and experienced Impact Aid school district professionals to ensure they are getting the dollars their districts deserve," said Brannon.
  • The Arizona workshop is for any school district officials responsible for completing the Impact Aid application - not just ones from Arizona.
  • The workshop is capped at 20 participants, so register sooner rather than later to ensure your spot at one.

NAFIA Fall Conference Registration Links

NAFIS will hold its 2017 Fall Conference on September 24-26, 2017 at the Hyatt Regency Capitol Hill in Washington, DC. Conference-goers can reserve a room at the Hyatt by using this link. The conference room rate will be available until August 28, 2017. Rates are not guaranteed if booking after this date. PLEASE NOTE: There is a required one-night deposit due at the time of booking your reservation. On August 23, 2017 this deposit becomes non-refundable. NAFIS SY2018 Funding for Impact Aid

This week, NAFIS sent two letters to the Hill regarding Fiscal Year 2018 funding for the Impact Aid program. The first was NAFIS' appropriations request of a $2 million increase for Federal Properties and a $49 million increase for Basic Support. This amount builds on the important progress made in the final FY 2017 Omnibus toward NAFIS' two-year appropriations request. The letter is available on the NAFIS website and says, in part: "Additional investments in Impact Aid are critical to help school districts close achievement gaps, update technology, expand access to early childhood and afterschool programs, integrate culturally-relevant curriculum, replace failing infrastructure, offer competitive salaries to recruit and retain school leaders, and more. We ask you to continue to view Impact Aid as a critical Federal investment in our schools and a tax replacement program for federally impacted communities."

The second letter, organized by NAFIS, includes 70 state and national organizations that reject the Administration's budget request to eliminate funding for Impact Aid Federal Properties.

"The NAFIS Family stands united in its opposition to proposed funding cuts to any line item of the program," NAFIS Government Affairs Director Jocelyn Bissonnette said. "However, our advocacy efforts on the Hill are strengthened when we can demonstrate broad support for Impact Aid beyond our community of organizations."
