Many of you are preparing for the annual NAFIS Conference in Washington, DC. The Conference will be at a good time to make an impact on our Arizona delegation. Each year we find ourselves in the same position. The government is set to run out of money at the end of September. Yes, September! Understand that Congress is home, campaigning. As I worked to schedule hill visits, I ran into the response that the Congressperson and/or Senator is returning to Washington on September 25 and may not be available. Many of the scheduled visits are with staffers.
Understand this. Congress is returning on September 25. That leaves six (6) days to pass a budget. If Congress does not agree to the appropriations package or “kick the can” deal before September 30, the government will shut down. (AASA)
Senate leaders announced a stop-gap deal that would fund the government through December 7, 2018, avoiding a shutdown fight before the midterm elections. On September 13, the GOP leaders announced a mammoth fiscal 2019 spending deal that meets one of the Trump administration's top priorities - the Pentagon’s first on-time spending bill since 2008. The bill also funds some the government programs at levels that are billions of dollars more than Trump requested. If the bill passes and Trump refuses to sign the bill, the government may shut down. The bill would keep the government open until December 7. Six days is a very short time to work out the many competing issues in government spending. (Politico)

NAFIS Conference Update (NAFIS News Aug 24, 2018)
Hill Breakfast Reception: As previously announced, NAFIS will host a breakfast reception on Capitol Hill celebrating congressional champions of the Impact Aid program. The event, which is included in the cost of your conference registration, will take place Tuesday, September 25, from 8:30-9:30am. Will be held in the Rayburn House Office Building, room 2043.
Payments for Section 7003
The final FY 2017 payments for Section 7003 have been released and individual payment vouchers are being emailed to recipient school districts.
The final payment rates are 92.332% of LOT and $1,210.50 per weighted student unit under Section 7003(d). For those recipients eligible for a hold-harmless payment under Section 7003(e), the payment increase to reach the hold-harmless amount is also displayed.
If you have questions about these payments, please contact the assigned Impact Aid analyst for your state.
